About CSS

After thorough research and reflection, I established Community Solutions and Services (CSS), LLC, a for-profit business. Leveraging my extensive leadership experience in the military and higher education, particularly in administration and community and workforce development, the establishment of Community Solutions and Services, LLC, aims to address needs and spearhead impactful initiatives at regional, state, national, and even global levels.

Janice B. Sneed, MBA, CWD (Retired Major, USAFR)

Janice B. Sneed is a visionary leader with a passion for driving positive change in communities. Her strategic approach to leadership and commitment to excellence inspire her to deliver exceptional results.

Janice founded Community Solutions and Services (CSS), LLC in 2024. CCS LLC is committed to realizing positive outcomes based on demonstrated needs and impactful, yet sustainable solutions.  These efforts are supported through her commitment to collaborative approaches to making our communities better places. Community Solutions and Services, LLC, builds the organizations that build communities.

 

Mrs. Sneed retired as the Associate Vice Chancellor for Academic Affairs and Workforce Development and Metro Campus Administrator at Southern University at Shreveport (SUSLA) in 2022. Mrs. Sneed came to SUSLA in 1994 as a Computer Network and Database Administrator and soon advanced to Director of Workforce Development, Vocational Education, and Outreach Programs. In 2006, she was appointed to the campus administrative ranks as Vice Chancellor for Community and Workforce Development, where she served for thirteen years.

Mrs. Sneed has over 30 years of experience in project management, facilitating partnerships, community/economic development, and providing leadership of various workforce initiatives. Her portfolio includes an impressive administration of grants that exceeds 50 million dollars throughout her career.

 

Mrs. Sneed has a BS in Computer Science from Grambling State University and an MBA from Centenary College. She is pursuing a Ph.D. in Human and Social Services with a focus on Community Interventions and Leadership. Janice is a graduate of the state of Louisiana Certified Workforce Development Course (2019), Leadership Shreveport (2000), Leadership Louisiana (2004), and 2006 Chamber of Commerce Athena Nominee. She also acquired 22 years of service in the military, which includes six years of active-duty service as a Computer Information Systems Officer and 16 years of reserve service in the 917th Air Force Reserve Wing at Barksdale Air Force Base. Over this period, she ascended to Major and retired as a Medical Administrative Officer.

 

Her current and past board memberships include in part the David Raines Community Health Center, Multi-Cultural Development Center (Vice President), Ivy Crown Community Services, Petrina’s Purple Passion, Shreveport’s Mayor’s Women’s Commission (Vice President), SciPort: Louisiana Science Center, African American Chamber of Commerce (Vice President), HOPE Connections (Vice President), Greater Shreveport Chamber of Commerce, Louisiana Industry Based Certification Board, Louisiana–Region 7 Workforce Innovations and Opportunity Board, Alliance for Education, Step Forward- Workforce Development Team, United Way of Northwest Louisiana, Strategic Action Council, Image Changers Community Development Corporation, Reentry Coalition, SUSLA Community Development Corporation(one of the founders), North Louisiana Economic Partnership, Reentry Alliance for Louisiana, Alpha Kappa Alpha Sorority, Inc., and the National Association of University Women.

 

Mrs. Sneed is a member of the Antioch Baptist Church of Bossier City, where she works with the youth ministries and other areas as needed.  She is married to Michael Sneed, and they have two children, Joseph, and Michaela, and four grandchildren, Josiah, Jonas, JaNiyah, and Cara Elizabeth.

Mrs. Sneed is committed to meeting people and organizations where they are in life to promote growth. She promotes this belief through a solid commitment to community partnering.
